What is an Energy Performance Contract (EPC)?
1. Introduction Under an Energy Performance Contract (EPC), the owner of a facility engages a contractor to design and deliver energy efficiency measures. EPCs usually require the contractor to perform all necessary works to implement the identified efficiency measures.
What is an EPC arrangement?
An EPC arrangement involves an external organisation, known as an ESCO, implementing a project to deliver energy efficiency or a renewable energy project. The ESCO uses the stream of income from the cost savings, or the renewable energy produced, to repay the costs of the project.
What makes an arrangement an EPC by Eurostat?
In order for an arrangement to be considered an EPC by Eurostat, the Partner must, as a minimum, be obliged to maintain (and, as necessary, replace) the EPC assets for the duration of the contract with a view to ensuring their ongoing ability to deliver the energy consumption and/or cost savings required under the EPC.
What is EPC and how does it work?
EPC (Energy Performance Contracting) is a means to deliver infrastructure improvements to facilities that lack energy engineering skills, manpower or management time, capital funding, understanding of risk, or technology information. Cash-poor, yet creditworthy customers are therefore good potential clients for EPC. Figure 1 illustrates the concept.

Some EPC arrangements can benefit from government-led initiatives in the form of exemptions from liabilities (e.g. reduced tax liabilities for the Partner) or incentives (e.g. reduced energy tariffs for use of renewable energy sources).

The guide was developed by Eurostat, in cooperation with the European Investment Bank (EPEC), and deals in detail with the statistical treatment of EPC contracts, and in particular with the analysis of the risks and rewards.
